Council Registration for Swimming Pool Safety Fence & Barrier Inspection | Melbourne Victoria

On 1 December 2019, new laws to improve swimming pool and spa safety came into effect in Victoria. It is now mandatory for owners of land where a swimming pool or spa is located to register their pool or spa with the relevant council.

Once you have received from the relevant Council confirmation your swimming pool and spa has been registered you will need to then arrange an inspection of the safety barrier to determine if the barrier is compliant with the applicable barrier standard.

Dates to provide Council with a Certificate of Pool and Spa Barrier Compliance can be found on your registration letter.

Find a Building Practitioners for Swimming Pool Safety Fence & Barrier Inspection

On receipt of your Pool or Spa Council Registration you can contact iSPECT Building Inspections who employ experienced Victorian Building Authority (VBA) registered Building Practitioners in the following classes:

  • Building Inspector (Unlimited)
  • Building Inspector (Limited)
  • Building Inspector (Pool Safety)

Each of the aforementioned VBA Classes are licenced to conduct your swimming pool or spa safety barrier inspection.

An iSPECT Admnistration Team Members will book in a Pool and/or Spa Fence & Barrier Inspection with one of our registered building practitioners. 

Form 23, Form 24 & Reinspection Notice

The iSPECT Building Inspections (iSPECT) registered building practitioner will conduct an inspection of your pool and/or spa fence and barrier in Melbourne & Regional Victoria. The pool fence inspection (Melbourne) will determine whether the barrier and surrounding area is compliant against the relevant Standard, as determined by the Council Registration letter.

The iSPECT registred building practitioner will then assess the barrier and surrounding area as being compliant or non compliant. If it is compliant then a Form 23 will be issued. If it is non compliant then a Form 24 will be issued. 

If a Form 24 is issued, you will be required to rectify the non compliance and you will receive a Reinspection Notice. Once the rectifications are complete the iSPECT registered building practitioner will conduct a reinspection to determine whether the fence and surrounding area now meets the relevant Standard.

Certificate of Pool and Spa Barrier Compliance. This form enables an Inspector/Registered Building Practitioner to issue a certificate of pool and spa barrier compliance in accordance with Regulations 147(Y), 147ZB(2). Find more details on VBA.

Submit Compliance Certificate for Swimming Pool Safety Fence & Barrier Inspection

Upon reaching compliance of the pool or spa safety barrier, your "Pool and Spa Barrier Compliance Certificate" will be issued for you to submit to the relevant Council within 30 days.

Swimmng Pool & Spa Fence & Barrier Standards

The iSPECT registered building practitioner will assess your pool and/or spa fence and barrier against the following Standards:

  • Part 9A - Building Regulations 2018 - Division 2 & AS 1926.1 - 1993 for swimming Pool Safety Barriers built prior to 8th April 1991
  • AS 1926.1 - 1986 for swimming Pool Safety Barriers built from 9th April 1991 to 31st October 1994
  • AS 1926.1 - 1993 for Swimming Pool Safety Barriers built from 1st November 1994 to 30th April 2010
  • AS 1926.1 - 2007 for Swimming Pool Safety Barriers built from 1st May 2010 TO 30th April 2013
  • AS 1926.1 - 2012 for Swimming Pool Safety Barriers built from 1st May 2013

The Council confirmation letter you receive for your swimming pool and spa will state which barrier standard is applicable to your pool or spa.
